The Karachi Board of Education knew that the KESC was indulging in loadshedding at whim and will.
It was the responsability of the Karachi Board to ensure that the KESC did not indulge the loadshedding during the examination timings.
It appears that no one at the Karachi Board was aware of this duty of the board towards the candidates
